Consultation papers were issued in 2004 and 2006 seeking views in relation to minimum competency requirements [the Requirements]. The Requirements set out in Appendix 1 have been developed following consideration of the submissions received in response to those consultation papers and subsequent discussions with industry representative bodies, and in particular the main educational institutes active in this area. The European Communities (Insurance Mediation) Regulations 2005 came into operation on 14 January 2005, and give effect to Directive 2002/92/EC of the European Parliament and of the Council on insurance mediation [IMD].
