The Secretary of State, as a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 [1972 c. 68.] in relation to matters relating to consumer protection [Article 2 of, and the Schedule to, The European Communities (Designation) (No. 3) Order 1993 (S.I. 1993/2661).], makes the following Regulations in exercise of the powers conferred by section 2(2) of that Act.
