(a) in Regulation 2(1) (amended by Regulation 3(a) of the Regulations of 2012) by substituting the following definition for the definition of "Council Regulation":
"Council Regulation" means Council Regulation (EC) No. 2006/2004 of the European Parliament of the Council of 27 October 2004 [O.J. No. L.364, 9.12.2004, p.1.] on cooperation between national authorities responsible for the enforcement of consumer protection laws as amended by Directive 2009/136/EC of the European Parliament and of the Council of 25 November 2009 [OJ No. L. 337, 18.12.2009, p. 11.], Regulation (EU) No 954/2011 of the European Parliament and of the Council of 14 September 2011 [OJ No. L. 259, 4.10.2011, p.1] and Regulation 1177/2010 of the European Parliament and of the Council of 24 November 2010 [O.J. No. L 334, 17.12.2010,
