The 9th day of January, 1989, is hereby fixed as the day on which the following provisions of the Act shall come into operation, namely:

(a) sections 1, 9, 16 (other than subsection (3)), 17, 18, 20, 26 (other than paragraphs (a), (b) and (d) of subsection (1) and subsection (4)), 32 to 35, and

(b) the Second and Third Schedules.
