The 13th day of April 2004 is appointed as the day on which the following provisions of the Act come into operation, namely -

(a) Part 1 (other than section 3), but only in so far as that Part relates to Part 3 and the following sections of the Act,

(b) sections 22, 46 and 48,

(c) Part 3, and

(d) sections 79 to 81 and 83 to 85.
