Before the Minister makes any regulations under section 27 or 28, he or she shall, in so far as it is possible to do so, consider and take account of the consequences of any proposed alteration of the amount in the total value of prizes on-
(a) lotteries which are conducted under this Act,
(b) any other lottery conducted in accordance with law, and
(c) charitable or philanthropic giving in society generally.
