(1) Except as provided by Regulations 11 and 24, these Regulations apply only to -
(a) credit institutions whose head offices are located in Member States, and
(b) the branches of those institutions located in those States,
subject to the conditions and exemptions laid down in Article 2(3) of the Codified Directive.
(2) Regulation 11 applies to reorganisation measures concerning branches of a credit institution that has a head office outside the Community, but only if the institution has branches in at least two Member States.
(3) Regulation 24 applies to winding-up proceedings concerning branches of a credit institution that has a head office outside the Community, but only if the institution has branches in at least two Member States.
