Section 3 of the Act of 1990 is hereby amended by the deletion in subsection (5) of ", and until a prima facie case for the protection of the court has been established to the satisfaction of the court", and the said subsection (5), as so amended, is set out in the Table to this section.

(5) The court shall not give a hearing to a petition under section 2 presented by a contingent or prospective creditor until such security for costs has been given as the court thinks reasonable.
