This Part applies to a system ("S") and a body corporate or unincorporated body of persons ("P") that is the operator of S, where -

(a) immediately before IP completion day, S is specified as a system and P is specified as the system operator in relation to S, by an EEA state (other than the United Kingdom), to be included within the scope of the Settlement Finality Directive in accordance with article 10 of that directive; and

(b) before IP completion day, P has complied with the notification requirement in regulation 15.
