(1) Within one month after the election or nomination (as the case may be) of the first Chairman, the Minister shall publish in the Iris Oifigiúil a notice declaring that the Commission has been established as from a date (subsequent to the election or nomination of the first Chairman and prior to the publication of the said notice) to be specified in the said notice and thereupon the Commission shall for all purposes be deemed to have been duly established on the date so specified.
(2) In this Act all references in point of time to the establishment of the Commission shall be construed as referring to the date on which the Commission is by virtue of this section deemed to have been established.
