Where control of an offeree company has been acquired following a voluntary bid made to all the holders of securities for all their holdings, nothing in the rules made by the Panel pursuant to section 8(3) of the Act of 1997 shall operate to require an offer or offers of the kind referred to in paragraph (a) of that section 8(3) to be made.
