For the purposes of this Part -

(a) winding-up proceedings commence on the making of a winding-up order by the court; and

(b) reorganisation measures commence on the day on which an intervention by an administrative authority or a judicial authority, referred to in the definition of “reorganisation measure” in Regulation 2(1), commences.
