The Lord Chancellor, in exercise of the powers conferred on him by section 411 of the Insolvency Act 1986 [1986 c. 45.] and section 379 of the Financial Services and Markets Act 2000 [2000 c. 8.], with the concurrence of the Secretary of State, and after consulting the committee existing for that purpose under section 413 of the 1986 Act, hereby makes the following Rules:
