(1) The Minister may by order provide for the payment by the owner or operator of an aircraft of all or part of the costs incurred by the Minister in the investigation of an accident of a specified kind, or other incident of a specified kind, involving the aircraft.
(2) An order under this section may apply to -
(a) aircraft generally or specified classes of aircraft, and
(b) owners or operators generally of aircraft or specified classes of such owners or operators.
