(1) Regulation 12 is amended as follows.

(2) In paragraph (1)(b) -

(a) omit paragraph (iv);

(b) in paragraph (v) for "up to 28,081,237 allowances" substitute "allowances from the flexible reserve provided for in article 23A of the Trading Scheme Order".

(3) Omit paragraphs (1A) to (1D).
