(1) Any document submitted to the Minister under these Regulations shall be lodged in the Companies Registration Office and shall there be open to inspection by any person, and copies of such documents may be procurred by any person on payment of such fees as the Minister may from time to time fix.
(2) The Minister shall, as soon as may be, lay before each House of the Oireachtas copies of all documents submitted to him under these Regulations and may append to such documents any explanatory statement by or commentary which he thinks fit.
