(1) In each financial year there may be paid to the Authority out of moneys provided by the Oireachtas a grant of such amount as the Minister, with the consent of the Minister for Public Expenditure and Reform, may sanction towards the expenses of the Authority in the performance of its functions.
(2) The Authority may, with the consent of the Minister given with the concurrence of the Minister, borrow temporarily such sums of money as the Authority may require for the purpose of providing for current expenditure by it.
