(3) A pawnbroker shall, if so required at the time of the redemption of any pledge, give a receipt, which shall be in the form set out in Part III of the Third Schedule, for the amount of the loan, interest and charges paid to him.
(4) Where a pawnbroker fails or refuses to give a receipt in accordance with subsection (3) of this section, he shall be guilty of an offence.
