(1) The Financial Services and Pensions Ombudsman has jurisdiction over the settlement of disputes between payment service providers and payment service users or other interested parties concerning rights and obligations arising under the SEPA Regulation.

(2) Paragraph (1) does not extend to payment service users unless they are -

(a) consumers, or

(b) the operators of undertakings that were, at the relevant time, consumers and microenterprises.
