The scheme promotion restriction does not apply to any communication made or directed by a person for the purpose of enabling any injustice, stated by the Parliamentary Commissioner for Administration in a report under section 10 of the Parliamentary Commissioner Act 1967 [1967 c. 13. This Act has been amended by the Parliamentary Commissioner Act 1994 (c. 14).] to have occurred, to be remedied with respect to the recipient.
