1. It shall be prohibited for any aircraft operated by DPRK carriers or originating from the DPRK to take off from, land in or overfly the territory of the Union.
2. Paragraph 1 shall not apply:
(a) where the aircraft is landing for inspection;
(b) in the case of an emergency landing.
