(1) The keeping and using of petroleum or of any other inflammable liquid or fuel for the purposes of mechanically propelled vehicles owned by the person keeping the liquid or fuel shall be subject to regulations made by the Minister, and regulations so made shall have effect notwithstanding anything in the Petroleum Acts, 1871 to 1881.
(2) A person who contravenes a regulation under this section shall be guilty of an offence.
