All persons required to receive or divulge information in connection with the procedures of communication laid down in Regulations 6, 8 and 30 shall be bound by professional secrecy in the same manner as laid down in Article 16 of Directive 92/49/EEC and Article 15 of Directive 92/96/EEC, except where required to disclose the information concerned by order of a court of competent jurisdiction in civil or criminal proceedings.
