71. Inspector's reports to be evidence.

A document purporting to be a copy of a report of an inspector appointed under section 64 shall, unless the contrary is shown, be evidence in any proceedings (other than proceedings for an offence) -

(a) of the matters specified therein without further proof, and

(b) of the opinion of the inspector in relation to any matter contained in the report.
