80. Appeal from the Tribunal.

(1) A party to proceedings before the Tribunal may appeal a decision of the Tribunal to the High Court on a point of law.

(2) An appeal under this section shall not be brought without the permission of -

(a) the Tribunal, or

(b) if the Tribunal refuses permission, the High Court.
