(1) As soon as practicable after becoming aware that an authorised reinsurance undertaking established in the State is encountering difficulties in establishing itself, or to carrying on reinsurance business, in a third country, the Bank shall notify those difficulties to the Minister.
(2) The Minister shall, without delay, inform the European Commission of any difficulties notified in accordance with paragraph (1).
