(1) In the execution of a payment transaction, the payer's payment service provider, the payee's payment service provider and any intermediary shall transfer the full amount of the payment transaction and shall not deduct any charge from the amount transferred.
(2) However, the payee and the payee's payment service provider may agree that the payment service provider may deduct its charge from the amount transferred before crediting it to the payee. In such a case, the full amount of the payment transaction and the charge shall be shown separately in the information given to the payee.
(3) If any charge other than one referred to in paragraph (2) is deducted from the amount transferred, the payer's payment service provider shall ensure that the payee receives the full amount of the payment transaction initiated by the payer. In the case of a payment transaction initiated by or through the payee, the payee's payment service provider shall ensure that the full amount of the payment
