(1) In each financial year there may be paid to the Commission out of moneys provided by the Oireachtas a grant of such amount as the Minister, with the consent of the Minister for Public Expenditure and Reform, may sanction towards the expenses of the Commission in the performance of its functions.
(2) The Commission may, with the consent of the Minister, given with the consent of the Minister for Public Expenditure and Reform, borrow temporarily by arrangement with bankers such sums as it may require for the purpose of providing for current expenditure.
