(1) The Minister may, after consultation with the Authority, appoint such number of persons to be members of the staff of the Authority as may be approved by the Minister for Finance.
(2) The Minister shall, after consultation with the Authority and with the consent of the Minister for Finance, determine the grades of staff of the Authority and the numbers of staff in each grade.
(3) Each appointment under this section or section 49 shall -
(a) be on such terms as the Minister, after consultation with the Authority and with the consent of the Minister for Finance, may determine, and
(b) be subject to the Public Service Management (Recruitment and Appointments) Act 2004 and the Civil Service Regulation Acts 1956 to 1996.
