(1) A credit information provider may make an application to access information held on the Register which relates to a person who -
(a) has made to the credit information provider a credit application that is not a relevant credit application, or
(b) is proposing to give a guarantee or indemnity in connection with a credit application made to the credit information provider.
(2) A credit information provider may make an application to access any information held on the Register which relates to a person who is a credit information subject in relation to a credit agreement made with the credit information provider if that person, or any other person who is a credit information subject in relation to the credit agreement -
(a) has requested the credit information provider to change the nature or term of the credit agreement or a guarantee or indemnity given in connection with the credit agreement or has requested any other credit information provider to change the nature or term of any
