23. Remedy for debts from members.
(1) All moneys payable by a member to a registered society shall be a debt due from such member to the society, and shall be recoverable as such either in the county court of the district in which the registered office of the society is situate, or in that of the district in which such member resides, at the option of the society.
(2) A registered society shall have a lien on the shares deposits, dividends or interest on deposits of any member for any debt due to it by him, and may set off any sum credited to the member thereon in or towards the payment of such debt.
