(1) The provisions of this Article shall apply to an insurance undertaking which intends to provide services into the State in respect of the coverage of a risk classified under class 10 of Annex I to these Regulations, other than carrier's liability.
(2) The insurance undertaking shall become a member of and participate in the financing of the Motor Insurers' Bureau of Ireland and of the guarantee fund.
(3) The insurance undertaking shall submit a declaration to the Bank attesting that the insurance undertaking has become a member of the Motor Insurers' Bureau of Ireland and of the guarantee fund.
(4) The insurance undertaking shall not be required to make any payment or contribution to the Motor Insurers' Bureau of Ireland or the guarantee fund other than by reference to its gross premium income in respect of the coverage of risks in class 10 of Annex I to these Regulations, other than carrier's liability, underwritten in the State by way of services, or in respect of the number
