(1) In good time before a payment service user is bound by a framework contract or offer, the payment service provider concerned shall provide the payment service user on paper or on another durable medium with the information specified in Regulation 76.
(2) The information referred to in paragraph (1) shall be given in -
(a) easily understandable words,
(b) a clear and comprehensible form, and
(c) an official language of the Member State where the payment service is offered or in any other language agreed between the parties.
(3) Where a framework contract has been concluded at the request of a payment service user using a means of distance communication which does not enable the payment service provider concerned to comply with paragraphs (1) and (2), the payment service provider shall fulfil its obligations under those paragraphs immediately after conclusion of the framework contract.
