5. Application to persons and vehicles in the service of the State.

(1) Save as is otherwise provided by this section, this Act applies to persons in the public service of the State and to vehicles owned by the State.

(2) Part V of this Act does not apply to vehicles owned by the State or to persons driving such vehicles.
