The Minister may make provision for facilitating compliance with this Part of this Act by persons who ordinarily reside outside Saorsát Eireann, and for that purpose may by order make regulations modifying in respect of such persons all or any of the provisions of this Part of this Act but not so as substantially to exempt any person from the obligations imposed by this Part of this Act.
