(1) Every person who, does any act (whether of commission or omission) whereby the passage of traffic through any public place is otherwise than with lawful authority or through unavoidable accident wholly or partially obstructed or which causes or tends to cause such passage of traffic to be so obstructed shall be guilty of an offence under this section and shall on summary conviction thereof be liable to a fine not exceeding two pounds.
(2) In this section the word "traffic" includes vehicles and animals of every description and pedestrians.
