150. Parking places.

(1) The Commissioner may, with the consent of the Minister and after consultation with the local authority concerned, make, in respect of any specified area and either generally for all times and occasions or specially for limited periods or particular occasions, bye-laws for all or any of the following purposes, that is to say: -

(a) prescribing the places (in this Act referred to as parking places) in which mechanically propelled vehicles or any particular class of such vehicles may remain stationary in public places either indefinitely or for any period not exceeding a specified period and whether there is or is not a person in charge thereof;

(b) appointing the conditions to be observed in regard to mechanically propelled vehicles remaining stationary in parking places;

(c) prescribing the period during which, the purposes for which, and the conditions under which mechanically propelled vehicles or any particular class of such vehicles may remain stationary in public places (o
