Whenever a public service vehicle is used for the carriage of passengers for reward while it is in such condition as to be unserviceable or unsafe or otherwise unfit for the carriage of passengers or, by reason of dilapidation, lack of cleanliness, or other cause, to be unsuitable for the accommodation of passengers, the owner of such vehicle shall be guilty of an offence under this section and shall be liable on summary conviction thereof to a fine not exceeding twenty pounds.
