(1) The Bank shall cooperate with the competent authorities of other Member States whenever necessary for the purpose of -
(a) carrying out the duties under these Regulations of those competent authorities, or
(b) making use of the powers of the those competent authorities, whether set out in these Regulation or in national law.
(2) The Bank shall render assistance to competent authorities of the other Member States and with ESMA, in particular by exchanging information and cooperating in any investigation or in any supervisory activities.
(3) The Bank shall ensure that it has the necessary administrative and organisational measures in place to facilitate cooperation and assistance under this Regulation.
(4) The Bank may use its powers under these Regulations or under national law for the purpose of cooperation with the competent authorities of other Member States even if the matters in which the competent authorities seek the Bank's cooperation do not involve an infringement of a
